Tibet/XiZang Family Planning

Since the family planning program started in Tibet Autonomous Region from 1975, with attention of government, support of people and hard working of family planning workers, a series of working approach based on the situations of Tibet have been taken such as the program of integrating family planning with the maternal and child health care, and the poverty alleviation.

To arouse people’s consciousness on family planning, Tibet government has provided people the information, education and communication (IEC) on family planning policies, national and local situations in population as the priority of family planning work, as well as to provide the knowledge of contraception, and maternal and child care to the couples who needed.

To increase the awareness of per capita possession of resources, Tibet government has been put a great attention to analysis the population trends. At the beginning of Tibet Peaceful Liberation, the government believed social economic development positively related the size of population, so it carried out the policy of encouraging population growth. In past 40 years Tibet population had been rapidly increased, reaching 2.479 million by the year of 1997. With the population increasing and decreasing of per capita possession of resources, Tibet’s nature resources are comparatively deficient. Through long-term education and publicity in population and family planning, a deep understanding of per capita possession has strengthened in people’s mind.

Encourage the people at productive age to adopt family planning voluntarily. A large number of rural women in Tibet used to have little knowledge about contraception and childbearing because of the influence of traditional norm. Therefore, lectures and training classes on sanitation, health care and physiology science provided to the women of childbearing in the farming and pasturing areas to increase the awareness of self-conscious for health care.

Allow variation in implementation family planning program based on the local situation. Compared with other provinces or regions in China, Tibet has a quite difference in history, nature, culture and economy conditions. When carrying out the family planning, Tibet government was sharing the experiences of other provinces or regions for reference based on the situations of Tibet. They summarized a series of population policies and regulations for Tibet Autonomous Region, and provided classified guidance to the people with different situations.

Providing quality services in family planning, introducing contraceptive methods, Tibet family planning program has put great efforts to meet the needs of different clients. The program in Tibet has focused on the counseling services on the use of contraceptive methods. To the people who wanted to use contraceptive, the concrete guidance and proper suggestion would be provided before they adopted.

The family planning program has been integrated with the maternal and child health care, to improve the quality of population. Based on the fact of Tibet Autonomous Region, the family planning at grassroots provided a series of services integrated with medical and health work. The public health sectors at all levels in Tibet have put the family planning services in their working list including dissemination of family planning information and knowledge, contraceptive services, counseling on healthy birth and children cares as well as the contraceptives supplies. At grassroots the family planning and medical health work are always provided simultaneously as a package.

In rural areas the family planning program has integrated with poverty alleviation, to help family planning adopters built their happy small families. While transferring the stress of family planning work into the farming and pasturing areas, the Tibet governments put their great efforts in the 18 poverty counties. The target of “few births, quickly rich and civilization reaching well-off” demands every couples to bear three children or less and to keep the interval of three years or more. In order to improve the capacity of services to meet the client's need, the governments try to increase their inputs of personnel, finance and substance in the poverty counties. The some new and convenient contraceptive methods such as Norplant have been introduced and spread out in rural areas. Combining the objectives and tasks of family planning, the action project of “integration of family planning and poverty alleviation in 1996-2000” was framed to help the poor people to get rid of poverty and become rich.
